Consider removing "Low-power charger connected" notification

Issue description

Can we kill the "Low-power charger connected" notification? It shows up continuously on a kevin device with the 15W Type-C travel charger from http://stuff/items/1363:

- I see it on the login screen.
- I see it again after I log in.
- I see it again on the login screen after I log out.

Similar to the docked-mode notification, it provides little value after the user sees it once. We already display a battery-with-tilde icon in the system tray when we're in this state.

Maybe we just need to be better about tweaking the threshold for this for different devices. Here's what I see from power_supply_info while it's connected:

For dual-role ports, powerd reports a low-power charger if the max power (15W, in this case) is less than the value from powerd's usb_min_ac_watts pref (20W by default).

This charger seems to be able to keep this kevin device full under typical use, though.

Part of the reason why it's annoying is because the notification is displayed again every time Chrome restarts, though. I don't know if we have any way at present to remember the fact that it was display across logouts and only show it again if the charger is disconnected and connected again. (Even that may still be annoying, though.)
Definitely sounds like we should tweak the thresholds or use a different trigger.  If the power supply is enough to keep the device powered under current use there's no need to bug the user.

In the case where it's really needed though the UI SHOULD be annoying. If the user is in a state where they're losing battery power even though they're plugged in that can be a really unpleasant surprise.

Agreed ideal scenario is to show the full notification the first time a user plugs in the new low-power charger. That will teach them sufficiently. After that, the icon with tilde is good enough

If my battery drops below 10% I get low battery notifications. If I then plug in my phone charger to keep things running while I finish up, I get repeated notifications about every minute (I think as the battery percentage changes) that remind me I have low battery and am on a low power charger.
This should possibly get the same treatment described in issue 827409 (which is about display notifications).
