Zoom-in cursor doesn't respect HiDPI settings

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/56.0.2924.76 Chrome/56.0.2924.76 Safari/537.36

Steps to reproduce the problem:
1. Hover to the node with CSS: `cursor: zoom-in`
2. 
3. 

What is the expected behavior?
Zoom-in cursor icon has a size as another cursor icons.

What went wrong?
Zoom-in cursor icon is tiny.

Did this work before? N/A 

Chrome version: 56.0.2924.76  Channel: stable
OS Version: Ubuntu 16.04.2
Flash Version: 

For example Firefox shows the zoom-in cursor icon correctly.
Screen resolution: 3840x2160, scaling factor: 2.5.

In addition. Cursor icons: "-webkit-grab, -webkit-grabbing, -webkit-zoom-out, alias, cell, context-menu, copy, nesw-resize, no-drop, not-allowed, nwse-resize, vertical-text" have the same issue.

Could you please provide us the sample file to triage the issue further.

Can't do a screenshot with the cursor, only a photo. Over the Google search field. Attached.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Ubuntu 14.04 with chrome #57.0.2987.110 and also in earlier version #46.0.2463.0. This is a non regression issue marking it as untriaged.

Note:
-----
1. Issue is not reproducible in Windows
2. Unable to test this scenario on mac
3. Builds less than M46 are getting crashed on Ubuntu Machines.
