Add print quality as an option in Chrome

Issue description

For IPP printers:

"4.2.13 print-quality (type2 enum)"

Value  Symbolic Name and Description

'3'    'draft': lowest quality available on the printer
'4'    'normal': normal or intermediate quality on the printer
'5'    'high': highest quality available on the printer

Investigation required to support Windows.

We actually already have a "Quality" section in Print Preview, and send the DPI from there to the backend on Windows. It doesn't work for 100% of printers, similar to how the "Color" option didn't work for all printers, but that should probably be looked at separately.
