Hover state issue of the Security Chip

Issue description

Chrome Version: 59.0.3042.0 canary (64-bit)
OS: MacOS 10.12.3

What steps will reproduce the problem?
(1) open a new Tab
(2) go to google.com
(3) click on the Security Chip, so that the Dialog appears
(4) click on the "more information" link in the dialog

What is the expected result? What happens instead?
The link opens in a new tab and the Security Chip of the new site has a focused state. 

It shouldn't have a focussed state.

Same happens, when you press CMD-T while the Dialog is open and you go to google.com on that new tab. See screencast 2.

Maybe related to  issue 694396 ?

An update: I checked the latest Snapshot 457769, and it seems that  issue 694396  is unrelated to this issue. I still can reproduce this issue in Snapshot 457769.

Hi spqchan@, FYI: I can't reproduce this issue any longer in Chrome Canary 60.0.3091.0

May be one of your latest patches fixed it?!
