Opening second tab with https://expired.badssl.com/ is unexpectedly slow

The SSL interstitial is fast to show for the first tab but takes a long time (20 seconds for me for any subsequent tabs)

Repro steps:
Open two tabs with https://expired.badssl.com/

Expected:
The interstitial shows after a similar amount of time for the second tab as it does for the first tab

This bug is not very important. It is more of "something to fix for fun"
