WebGL expectations for NVIDIA Tegra Android devices.

Issue description

Currently there is no way to specify expectations for just one device.
('nvidia', 'NVIDIA Tegra') will apply to Nexus 9, Pixel C and NVIDIA Shield.

One way to distinguish between them is GL_VERSION
Nexus 9 - OpenGL ES 3.1 NVIDIA 343.00
Pixel C - OpenGL ES 3.2 NVIDIA 355.00
Shield  - OpenGL ES 3.2 NVIDIA 361.00

Another way could be machine_model_name.
