Make NetLog UI display cronet experimental options

With https://codereview.chromium.org/2738813004/, we have Cronet experimental options in NetLog dumps that Cronet produces. It will be nice for the NetLog Viewer to detect the presence of Cronet's experimental options and display them in the UI.

(We probably want to do this in the new UI since the current one is being deprecated.)

You can add changes in the chromium tree copy, and we can merge them to the catapult fork (provided they aren't too extensive).
