We should break background data use down into (at least) three categories: data use that should be subject to a background network activity timeout; data use such as media that is not subject to that timeout; downloads (not sure if they are subject to the timeout). Ideally this data use should be recorded as a function of how long after backgrounding the request was sent and the bytes were received.
