Steps to reproduce the problem:
1. Switch to fullscreen mode
2. Hide the toolbar in fullscreen mode
3. Press Cmd + L to to open location

What is the expected behavior?
The Toolbar should show and switch to the location bar to start typing

What went wrong?
The toolbar flashes up and then hides again.

This seemed to break from 56 to 57.

Did this work before? Yes 56

Chrome version: 57.0.2987.98  Channel: stable
OS Version: OS X 10.12.3
Flash Version: Shockwave Flash 25.0 r0

Was also broken in the beta version of 57 until I switched back to 56.
