This is probably a better approach to the Sheriff-o-Matic trooper page that would allow us to keep troopers just looking at Monorail (instead of trying to expand Sheriff-o-Matic to replace Monorail). I probably should have thought about this approach more when I initially worked on the trooper page, but I wasn't very familiar with our monitoring systems yet at the time. 

I want to look into this eventually at some point, but right off the bat I think: 

- These should probably be ticket alerts instead of pages. 
- I think we'd have to do some work to adapt Sheriff-o-Matic's idea of a unique "incident" to Alert Manager's so that the trooper alerts would be one to one with SoM alerts.

Issue 842109 has been merged into this issue.
