Media controls sometimes never hide

Issue description

Filing this bug to keep in radar.
Hard to reproduce though. From my experience, it's more likely to happen on slow network and seeking.

It should be related to media control updates when seeking and buffering state change.

Hmm, seems I found the real cause. It is very likely to reproduce when I play a video in fullscreen and swipe the timeline bar. When swiping down to the bottom of the screen (and beyond the bottom), somehow the hover state of the controls panel is always true even if I tap somewhere else.

The problem goes away when I exit fullscreen, or do several random swipes.

mustaq@, do you have any idea why the hovering state persists? Please see the screen record in #4.

We currently keep showing the media controls panel when the panel is hovered.

Maybe we should not rely on the hovered state, but maybe it's an touch input bug.

Is it a recent regression? Could you please mention the chrome://version showing this bug?

It's 59.0.3056 (latest ToT), but I believe this issue has been a very long time ago.
I am able to reproduce on M56
