Issue description

The change in https://codereview.webrtc.org/2664163002 seems to make the RTT and jitter_buffer_ms measurement slightly more noisy on Windows.

Assigning to holmer@, since he is the CL author. Please close if these changes are expected.

I don't think it's worth investigating. Probably caused by the tests running a bit more efficiently.
