Regression: 'About Chrome OS' label is seen missing in chrome://md-settings/help page. |

Issue descriptionChrome Version: 59.0.3040.0/9367.0.0 dev-channel Daisy,Candy and Minnie OS: Chrome OS What steps will reproduce the problem? (1)Sign-in to chrome/Browse as guest>> Navigate to chrome://md-settings/help/details page (2)Now click on back arrow in details page and observe 'About chrome OS' label and unwanted space in chrome://md-settings/help page Expected: 'About Chrome OS' label should be seen and no unwanted space should appear at the bottom in chrome://md-settings/help page Actual: Instead,'About Chrome OS' label is seen missing and also unwanted space is seen at the bottom side. This is regression issue as it is working fine in 57.0.2970.0/9150.0.0 dev channel candy. Attaching screen-cast for reference.

Nope, this is broken. The collapse animation isn't happening, and the About card still has the "expanded" class. @dbeam any idea why we're not triggering the animation here?

I am unable to reproduce on ChromeOS canary. jbanavatu@ could you test again on a more current version to see if you're still able to reproduce?

Tested on latest chrome version Dev#59.0.3071.15/9460.5.0 Daisy and Issue is working fine now. Able to see 'About Chrome OS' label.
