OS: Windows 10 (Touch device)

Steps:
1. Launch Chrome and navigate to chrome://md-settings/searchEngines
2. Click on Main menu icon and then tap/touch on 'Advanced' and observe

Actual: Unwanted focus ring is seen at 'Advanced' after tap/touch on it for first instance 

Expected: Focus ring should not be seen at 'Advanced' after tap/touch on it for first instance 

This is a regression issue broken in M-58 and below is bisect info

Good Build: 58.0.3014.0
Bad Build:  58.0.3015.0
