What steps will reproduce the problem?
(1) Sign in to User>> go to chrome://md-settings>> and click on toggle button>> and observe

Expected: Ripple effect of toggle button should not be seen overlapped with the Learn more link.
Actual: Instead Ripple effect of toggle button is seen overlapped with the Learn more link.

Raising this issue as a Non-Regression issue as this is new feature implemented recently

Issue is specific to App Run time [ARC++] specific devices
