Steps to reproduce the problem:
1. Install apps
   Mobile Strike
   Game of war
   puzzle & dragons
   etc...
2. Test touch coordinates

What is the expected behavior?
Should be no problem about touch coordinates. 

What went wrong?
The lower point is pressed rather than the actually pressed point.
The size of different between two point is same with android menu bar 
(Android menu bar : upper side of android app, that include back / minimize / exit button)

Did this work before? N/A 

Chrome version: 56.0.2924.110  Channel: n/a
OS Version: 9000.91.0
Flash Version: Shockwave Flash 24.0 r0

When change app mode to maximize by press F4, this problem is not occurred. 
(Also in this case, android menu bar is not shown)
Is this problem of ARC?
These apps have not problem on mobile phone or tablet.
