Scroll not in sync with page on graphics heavy pdf

Chrome Version: 57.0.2987.98
OS: All

What steps will reproduce the problem?
(1) Visit http://www.appliedmedical.com/Resources/Sales/SC01537.pdf
(2) Wait for PDF to load
(3) Scroll pdf

What is the expected result?
Pages scroll smoothly

What happens instead?
Often the scrollbar moves separately from the PDF and then the PDF jumps to the correct position

Scroll for same pdf works fine in other browsers
