Update ff_debug --list_valid_tags to include the throttler tag

Bandwidth throttling code in shill uses a separate scope - "throttler".
ff_debug --list_valid_tags does not show "throttler" nor does 
"ff_debug +throttler" work. 
I forgot to expose the scope during feature development. 
This will make debugging throttling instances from crosh (normal mode) painful - fix this.

False alarm - the tag already exists - it is counter-intuitive 'tc' instead of 'throttler'.
