Low-battery animation not shown when shutting down

Issue description

kuscher@ says that he no longer sees the low-battery animation when his Pixel shuts down due to a low battery charge. Looking at the chromeos_shutdown and display_low_battery_alert scripts, it's not obvious to me why this wouldn't be working. Some speculation:

- maybe powerd turns the backlight off too quickly
- maybe Chrome turns the display off when shutting down
- maybe Chrome doesn't relinquish the display to frecon quickly enough
- maybe we shut down before the animation has time to play

I'm not sure what version this is showing up on.

Hmm. I just hacked up powerd on a lumpy to shut down using the low-battery code path when it sees that a charger is connected (making what may be the worst Chromebook ever). It showed the red battery with the flashing white exclamation point, though.

Alex, the next time that you recklessly let your battery charge get low, can you double-check that the animation truly isn't shown? I'm not sure of any reason why the behavior would be different between lumpy and link, unless there's some graphics issue that I'm unaware of.

Oh, one other idea: can you check the end of the file:///var/log/power_manager log corresponding to the session when you saw this to verify that powerd actually shut the system down? It's also possible that the battery just ran out of juice before powerd could act -- it's only using an estimate.
