external/wpt/svg/interfaces.html times out on MSAN bot

Issue description

This is one of several tests that got a little bit slower on MSAN recently, which pushed it over the edge from being slow but not timing out (~50s) to timing out after 66s.

It could be nothing has changed about the test recently, but in any case it's very slow on MSAN, and sometimes times out. I think that the ideal solution here would be to change something about the test to make it a little faster if possible; otherwise, maybe it would have to be skipped on MSAN?

If it's a web platform test I'm not sure we can change it. I'll look into it.

It should be no problem changing it, but it seems more likely that we just go slower, and that slowness is more pronounced when running in MSAN. (Or that MSAN got slower I suppose...)

We won't change the test. I think we just leave it as is.
