[A11Y] Can't press buttons on a Privacy promo on Chrome on Android

Issue description

Chrome Version: 52.0.2785.135
OS: Android


To reproduce, please use this link in the incognito tab on your Android phone or Android device emulator on Desktop. 
https://www.google.co.uk/?esrch=ConsentDogfood::ConsentNewMobileLongWarmupExpressExperiment&hl=en

This is a Privacy Consent promo for non-signed in EU users.  The promo has two buttons ["Already agreed" and "Review Now"] and appears from the bottom of the search page.  After 20 seconds it auto-dismisses and re-appears after 1 hour.  To test, please always open a fresh incognito tab on you Android phone.  To test on Desktop, please configure your tab to simulate an Android phone before navigating to the link. 

The problem is that with Talkback enabled, users cannot linear navigate to the two buttons on the promo. 

This works fine on Chrome on iOS.

I'm only able to get one repro per device, even when using incognito. After the first load, subsequent loads don't show the popup. Is there a way to make the popup last longer, or to get more than one repro per device/hour? That'd make debugging easier.

Hi Paul, you can delete the local device storage. A timestamp is stored there which let the popup not appear twice in one hour. If you delete this timestamp it will appear immediately.
You will have the same effect if you close all incognito tabs and then open the experiment again in a new incognito window.

I can't repro, even once.

Please reopen if this is still an issue and you can provide better instructions.

Sorry, one more thing: I believe that the underlying bug was fixed in Chrome  bug 610840 . The issue was that accessible bounding boxes weren't being updated after CSS animation.

So my expectation is that starting in Chrome 69 this would no longer be an issue, however this particular URL unfortunately does not seem to pop up that UI anymore so I can't verify.
