Guest user: Bottom part of app windows is covered by shelf

What steps will reproduce the problem?
1. Browse as Guest
2. Check that Auto-hide shelf option is not enabled
2. Open Get Help app and maximize
3. Open Chrome browser and maximize

What is the expected result?
Bottom part of the app window should not be covered by shelf

What happens instead?
Bottom part is covered by shelf.
