arc: There is no effect of enabling/disabling ARC in MD settings

In MD Settings when ARC is enabled click on label "Enable Google Play Store on your Chromebook". Switch set to OFF but no effect on ARC.

It expected that "Removal data confirmation" dialog is activated and after confirming ARC is stopped.

If click directly on switch, ARC logic works as expected.

Not sure what is going on here but I will go ahead and put it a quick fix (and fix the poor alignment also while we wait for a proper redesign).
