Should ScrollStateInit be shipped behind a flag

Issue description

Should it be runtime enabled by ScrollCustomization just like ScrollState and ScrollStateCallback? 

Otherwise, should we be standardizing it?

ScrollStateInit is a dictionary, and adding [RuntimeEnabled=foo] has no effect. The existence of dictionaries can only be observed using the APIs that take or return those dictionaries, and that itself is [RuntimeEnabled=ScrollCustomization] in this case.
