Add a comment to PagePopupController.idl

It is running behind a stable flag, but it is missing a spec link. Also neither Gecko or WebKit has it. Are we planning to standardize it?

Summary: Add a comment to PagePopupController.idl (was: Remove or standardize PagePopupController)
PagePopupController isn't web-exposed, and used only to implement form control popups.
We should add a comment to PagePopupController.idl.
