Bubble seems too large compared to the mocks |

Issue descriptionChrome Version: (copy from chrome://version) Chromium OS: (e.g. Win7, OSX 10.9.5, etc...) Windows 10 pro What steps will reproduce the problem? (1) Click on Translate icon to have the bubble show up. What is the expected result? Bubble should look like the mock: https://docs.google.com/presentation/d/1QECg9ZPANcOISaiS3tEDgOj4yJNSFnPhq2VWEsc1RRo/edit#slide=id.g8528d6226_5_39 What happens instead? Bubble seems too large compared to the mock. For example: the space between Always do this and the buttons seems too big. https://screenshot.googleplex.com/DDc2xmoNHSK Please use labels and text to provide additional information. Looks like this is the same issue as 619191 and applies to more than just the Translate bubble. Duping it in there.
