"OpenVideoFiles/FileManagerBrowserTest.Test/1" is flaky.

Re-enable OpenVideoFiles/FileManagerBrowserTest

Disabled test: fixed on  issue 804413 . Re-enable the test on all chrome
bots: RELEASE/DEBUG/ASAN/MSAN.

Mash browser tests do not support this test (see patch set #1 trys) so
disable it in mash.
