Standardize ElementRegistrationOptions

In the idl file is is linked to this https://w3c.github.io/webcomponents/spec/custom/#api-element-registration-options, which currently does not describe anything about ElementRegistrationOptions.

It doesn't seem like Gecko or WebKit has it either. 

So what are we planning to do in this case?
