Right now, the Physical Web caches beacons it has seen and some associated metadata.  However, it should only cache the associated metadata, since the beacons it has seen can easily be regathered with a scan.

This old caching behavior existed so that we could throttle notifications coming from a single beacon, but we are no longer surfacing notifications.
