Perf dashboard: Auto add track label depending on which metric regressed

We have a good list of labels to use for hte tracks. IIUC the following needs to be done before we can auto-assign labels:
1. Rework all of the metrics code (2-3 days) with new scheme
2. Wait to make sure we have continuous graphs
3. Hook up the dashboard to auto-label bugs filed based on which metrics regressed.

Status: Fixed (was: Untriaged)
New bugs filed by perf dashboard should have bug labels for:

Performance-Memory: system_health memory regressions
Binary-Sizes: resource_sizes and sizes regressions
Performance-Loading: system_health FCP/FMP regressions
Performance-Browser: start_with_url and startup regressions

Will add system_health power regressions when they're moved to the main perf sheriff rotation.
