Standardize CompositorProxy

Has it been standardized yet? If so, can we please add the spec link in the idl file?

The web shows up nothing apart from Chromium stuff. So I think the answer is no. Please close the bug if that means nothing needs to be done.

If the plan is still to eventually ship CompositorProxy, the action for this issue is to add a link to Compositor.idl pointing to a spec (or something) with the same IDL in a <pre class=idl>. This is used for Web IDL diff tooling that markdittmer@ is building, so that we can notice when spec and implementation diverges.

Since it's RuntimeEnabled=CompositorWorker I'll leave this as WontFix though.
