Page scrolls to bottom automatically in Chrome iOS

Issue description

Chrome Version: 56.0.2924.79
OS: iOS

What steps will reproduce the problem?
Users report pages scroll to the bottom in Chrome iOS

What is the expected result?
Page should stay on top

Page scroll down to bottom automatically

I checked all 3 reports as well as a few others from the bucket and I cannot repro so far (iOS 10.3 beta 5 iPhone7 Plus, M57 Stable, M59 Dev and M59 Canary). We can do a little more checking on the test team side to see if some config (like maybe only 10.2.1) repro's.
Tested on iPhone 7 10.2.1, iPhone 6plus iOS 10.2.
Chrome Version: 57.0.2987.100

I found a case where while scrolling to the bottom, the page renders and in that process flickers to the top of the page and back again to the place I scrolled to.

Steps to repro:
1. Go to entcare.com.au/ear-infection-blocked-ear-adults-david-lowinger.html
2. Scroll down

Observed:
Page jumps to the top of the page and than to the place we scrolled to.

The entcare.com.au page's behavior may not be related to iOS Chrome. The page contains a resize handler that relodas the page, and the page scrolls itself to top onload. Somehow scrolling down triggers resize events, although I couldn't quite figure out how from looking at the source code.

I can reproduce the same behavior in iOS Safari as well. So this looks like a website bug, not a Chrome issue.
