We tried to standardize, there was no traction. Realistically, we'll probably just keep these around and nonstandard until we remove AppCache.

It could be awhile before we can successfully remove all of AppCache. Since we're the only one who ever shipped ApplicationCacheErrorEvent, perhaps we should just drop it now?

This is used by some Google services that still use AppCache to monitor errors. Until they migrate to Service Worker it doesn't seem worth it to remove this source of diagnostics. Snoozing this for a year.
