Printer capabilities not displayed in print dialog on the first attempt

Reported by upchrome...@gmail.com, Mar 14 2017

Issue description

Chrome Version : 56.0.2924.110
OS Version: 9000.91.0
URLs (if applicable) :

What steps will reproduce the problem?
1. Open a document
2. Select Print
3. Click on "Change ..." and select a printerProvider/extension based printer

What is the expected result?
Printer name and its capabilities should be displayed in the print dialog.

What happens instead of that?
Only printer name and a single capability 'Two sided' appears in the print dialog (see attached nocaps.jpg).

The above worked fine since mid 2015 until about January 2017 (could be even later).

According to our logs, when a new printer is selected ("Change ..." in the print dialog) the onGetCapabilityRequested event is fired and the extension that handles the event sends device capabilities (see attached capabilities.txt) to the printer manager. However, the capabilities are not shown in the print dialog.

The workaround is to select another printer and then select the first printer again. This causes the capabilities to be properly displayed in the print dialog (see attached caps.jpg). Note that onGetCapabilityRequested event is not fired again when the first printer is selected again as long as the print dialog stays open. This implies that the content/format of the capabilities sent to the print manager on the very first selection of the printer was correct.

In summary, printer capabilities are never shown when a printerProvider/extension printer is selected for the first time in a print dialog.
