The current enum values of ResolutionChangePolicy do not properly reflect what those policies do on the browser side.

The code on the renderer side does not select the policy with full knowledge of what the policies do.

This means that some of the policy code should be placed in content/common so that the best policy based on the given constraints can be selected.
