Regression:Scroll bar merges into page while dragging dev tools to L.H.S

Issue description

Chrome Version: 58.0.3041.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome://md-settings.
(2)press f12 and drag the dev tools towards L.H.S and observe the scroll bar.

Expected Result:Should be able to see the scroll bar separately.
Actual Result:Scroll bar merges with the page.

This is regression issue broken in M-58

Able to reproduce the issue on Linux Ubuntu 14.04 using chrome version 58.0.3041.0.Issue not reproducible on Mac 10.12.3.

Using the per-revision bisect providing the bisect results,
Good build:58.0.3027.0 (Revision:453800).
Bad build:58.0.3028.0 (Revision:454140).

You are probably looking for a change made after 454104 (known good), but no later than 454105 (first known bad).
