Regression:Scroll bar merges into page while dragging dev tools to L.H.S |

Issue descriptionChrome Version: 58.0.3041.0 OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome and navigate to the chrome://md-settings. (2)press f12 and drag the dev tools towards L.H.S and observe the scroll bar. Expected Result:Should be able to see the scroll bar separately. Actual Result:Scroll bar merges with the page. You are probably looking for a change made after 454104 (known good), but no later than 454105 (first known bad).
