What steps will reproduce the problem?
(1)Launch chrome and login to browser with valid credentials.
(2)Press ctrl+h to open history page, click on 'tabs from other devices' button press tab key till focus reaches visited url.
(3)Now press down arrow key such that focus reaches 'collapse list' icon, hit enter key twice and observe.

Actual: Focus doesn't stay on collapse list icon after hitting enter key twice.

Expected: Focus should stay on collapse list icon even after hitting enter key multiple times.

This is a Non-regression issue seen from 'M54' series i.e. 54.0.2825.0
