Regression:Horizontal scroll bar is not visible after dragging devtools window towards R.H.S in chrome://md-settings

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/reset
(2)Click on 'Reset'
(3)Open devtools window and drag it towards R.H.S(Kindly refer the video)
(4)Observe.

Actual:Horizontal scroll bar is not visible after dragging devtools window towards R.H.S 

Expected:Horizontal scroll bar should be visible after dragging devtools window towards R.H.S 

This is a Regression issue broken in M-58,will soon update other info.

Good build:58.0.3027.0

Using the per-revision bisect providing the bisect results,
Good build:58.0.3027.0 (Revision:453800).
Bad build:58.0.3028.0 (Revision:454140).

You are probably looking for a change made after 453992 (known good), but no later than 453993 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3040.0
