Regression: In chrome://settings/appearance, string does not get translated to Hindi for Font Size.

Issue descriptionChrome Version: 59.0.3041.0 (Official Build) 0192171168e7afc337edc13c150eca4152185cd5-refs/heads/master@{#456562}(32/64 Bit). OS: Windows(7,8,8.1,10). Steps to reproduce: 1.Launch Chrome and change the language to 'Hindi' from chrome://settings/languages. 2.Go to chrome://settings/appearance and observe drop down for 'Font Size'. Actual Result:'Medium (recommended)' text does not get translated to Hindi. Expected Result:'Medium (recommended)' text should get translated to Hindi. This is regression issue broken in 'M 59' and will soon update the bisect info: Manual Bisect Info: Good Build 59.0.3033.0 Bad Build 59.0.3034.0. Note: Issue not reproducible on MAC and LINUX OS.
