"Download in progress" dialog shown even though no downloads are in progress

Issue description

Chrome Version: 56.0.2924.110
OS Version: 9000.91.0

I'm getting a bogus "Download in progress" dialog whenever I try to close the last browser window on this Chrome OS system. I'm not logging out, so it also seems incorrect that we'd need to abort any downloads in the first place.

I don't have any downloads going. I tried deleting all of the completed-and-since-deleted downloads from chrome://downloads, but I'm still getting the dialog.

I'm logged in to both my corp and personal accounts. I got identical dialogs when closing both accounts' last browser windows. (My personal account doesn't have any downloads, either in-progress or completed, either.)

I'm able to reproduce this after clicking "Cancel download", opening a new browser window, and trying to close it again.

Satoru, could you help us route this bug to the appropriate owner? It looks like the UI is spinning up a dialogue even though there is no download in progress.

I'm still seeing this on the device (it's a panther and I haven't logged out yet), so let me know if there's any additional info I can provide.

I'm seeing this again. Here's what I think might have triggered it:

1. View a very large animated image* in a browser window.
2. Hit Ctrl-S to save it.
3. While it is downloading, hit Ctrl-S again.
4. When the first download finishes, save it to your Downloads directory.
5. A second file dialog appears; click Cancel.
6. Close the browser window and see the warning.

Not sure; I only use Chrome OS and Linux. I think I've only noticed it on Chrome OS, though.
