bug 700092  will introduce a lot more complexity into the export system. Instead of a linear pipeline that enforces one export in flight at a time, any number of exports can be happening simultaneously.

We need one place Blink, Blink Infra, and Chrome Infra devs can go to see the status of exportable CLs and in-flight GitHub PRs.

It would be awesome if the dashboard auto-updated. For this use case, using Firebase (https://firebase.google.com/) sounds like a nice fit.

The exporter itself would not depend on any state stored in the dashboard. It would only push information to it.

We could potentially re-use the wptdashboard App Engine app and add a page for this dashboard.
 

If the exporter notices any PRs that haven't been merged within 1-2 hours of being created, it should send an email to (a mailing list?) to notify them of the stuck PRs.
