testContextMenuOpenInNewTabFromTallPage is flaky

It appears to be failing to scroll so that the web element "link" is visible.

Mark testContextMenuOpenInNewTabFromTallPage FLAKY.

This test is failing to scroll down far enough to see the link in
more than 1% of runs.
