Merge gesture tracking fix to M57 |

Issue descriptionChrome 57 for Android contains a regression which causes the onscreen keyboard on Android to pop up unexpectedly during some automated tests. This causes ChromeDriver tests to become flaky. The bug was fixed in r456134, and this fix needs to be merged back into the M57 branch. This CL landed on Friday (3/10) and is in the current Canary for Android. Some context is available in issue chromedriver:922 .

Re-assigning to japhet@ to ensure we have the proper follow-up for M58 (since this change wasn't merged there that I can see, and I think we discussed an alternative for M58 I can't recall).

This hasn't caused any problems on M57 or trunk that I'm aware of, so yeah, we should probably merge to M58, too.
