Merge gesture tracking fix to M57

Chrome 57 for Android contains a regression which causes the onscreen keyboard on Android to pop up unexpectedly during some automated tests. This causes ChromeDriver tests to become flaky.

The bug was fixed in r456134, and this fix needs to be merged back into the M57 branch. This CL landed on Friday (3/10) and is in the current Canary for Android.
