I think we need to add a dictionary ScrollIntoViewOptions and change the IDL definition to be: 
void scrollIntoView(optional (boolean or ScrollIntoViewOptions) arg);

I can do it if people are busy, but I am just not so sure how complex this is and if it is currently blocked on anything else?
