Need a way to disable the trackpad in accessibility settings

Issue description

OS: Chrome

We should add a setting to Chrome OS accessibility settings to disable the trackpad. There are a number of reasons why this is helpful. Some of our users with motor impairments who use only the keyboard don't want to worry about accidentally selecting something with the trackpad. Also, many blind users (who also only use the keyboard or the touch screen with spoken feedback), don't want to unintentionally press something on the trackpad -- it would be very helpful to have a toggle in accessibility settings to simply disable it. 

Albert, let me know if you have any thoughts on who might be able to own the engineering work. 


 
For general context, we have keyboard shortcuts to toggle the touchpad and touchscreen if one enables the Debug Shortcuts flag.  See  issue 484487  for the discussion that led to that choice.

UX has pushed back on requests to add a setting for this in the past.  Assuming we can get agreement on adding the setting, the eng work for this should be minor.

I will add my standard comment regarding Accessibility feature shortcuts.

For users who do NOT want or need Accessibility features, there should also be a setting in the Accessibility section that *disables* all the Accessibility keyboard shortcuts.

Even with the improved notifications, we receive a rather steady stream of posts on Chromebook Central regarding unexpected activation of High Contrast mode, Chromevox, and other features. 

Anything that can be toggled with a simple keyboard shortcut will get accidentally toggled, or even intentionally toggled as a prank.

I don't think #4 is related to this bug, right? This bug is about allowing users to disable the trackpad. Adding disabling trackpad to accessibility seems ok on first glance.

Since both trackpad & touchscreen toggles are behind the debug shortcuts flag atm, if the trackpad is made accessible in settings then maybe the touchscreen should be too. Just something to consider in the conversation with UX.
