bad interaction with fvwm2

Issue description

UserAgent: Mozilla/5.0 (X11; OpenBSD amd64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. install fvwm2 as your window manager (both 2.6.5 and 2.6.7 exhibit the same problem)
2. have a configuration that has "Mouse 1 W CS Move-or-Raise" somewhere (can be just one line)
3. browse to www.freebsd.org
4. try selecting "Developers/SVN Repository"

What is the expected behavior?
This should go to svnweb.freebsd.org (same tab)

What went wrong?
nothing happens. tab doesn't change

Did this work before? Yes 56.0.2924.87

Chrome version: 57.0.2987.98  Channel: n/a
OS Version: OpenBSD 6.1
Flash Version: 

Looks like chromium is doing something REALLY funky wrt mouse button 1 now.
 
It's not the exact fvwm2 line that matters, anything that deals with "Mouse 1 W ..."  leads to the same problem.

exhibits the exact same behavior under arch-linux.
This is not OpenBSD specific.
