Make continuous tracing mode work reliably with new heap profiler format

Issue description

The new heap profiler tracing format [1] switches to incrementally dumping deduplicators (which were previously dumped once per trace, in metadata events).

This is problematic in continuous (ring buffer) mode, where old events might be overridden by new ones, losing state of deduplicators.

One way to solve this is to always dump deduplicators fully when we're in continuous mode.
