ERROR message in app_list_syncable_service.cc: Item not found in model |

Issue description
Every chrome run has a bunch of errors along the lines of:
ERROR:app_list_syncable_service.cc(1028)] Item not found in model: aapocclc { Google Slides } [nzv] [INVALID[]]
I don't recall when these started showing up, I suspect they may be part of the recent re-factoring. I suspect they may be harmless and can just be turned into VLOG, but they are currently causing a lot of log spam.
