Padding on Omnibox is too small when (i) is shown

Issue description

Chrome Version: (copy from chrome://version):  56.0.2924.87
OS: (e.g. Win7, OSX 10.9.5, etc...): 10.12.3

What steps will reproduce the problem?
(1) Load a page with an (i) next to it.

What is the expected result?
The padding should be the same as when there is a green padlock.

What happens instead?
The padding is far too small - the text is too close to the gray rectangle.

More padding between the icon and the text would look a bit strange, because the icon will no longer be centered.

As mehmet@chromium.org mentioned, we need to make sure that the spacing is visually balanced in the default (non-hover/active) state. Alternatives considered attached. Option B doesn't work well since the spacing is asymmetric. Option C could work, however it would result in a tiny ~4px shift of the text each time you type and open a ⓘ site which is likely to feel stutter-y. With that said I'd suggest to mark this as working as intended.

what do you think? Can we close this issue according to comment 2? Thank you.
If it matters, my opinion is also that this should be WontFix and all other options are worse.  (I don't think the behavior shown in the screenshot in comment 0 is even bad.)
