chrome ignores "on startup setting" for all future profile loads after a browser restart |

Issue descriptionChrome Version: 59.0.3037.0 (Official Build) canary (64-bit) OS: Win 10 What steps will reproduce the problem? (1) Have several tabs open (2) Set chrome://settings "On startup" setting to "Open a specific set of pages" and add a page. (3) Exit Chrome entirely by using hotdog menu -> Exit (4) Load Chrome again What is the expected result? Only the two tabs selected open and no others. What happens instead? All my tabs open, which seems to correspond to the "Continue where you left off" setting which is not selected. Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

The settings are the same as before restart. Can still repro this on 59.0.3040.0 (Official Build) canary (64-bit)

I've been seeing this too in recent Beta releases; not sure if it started with Chrome 58, or existed in 57. Currently I'm on 58.0.3029.33 (Official Build) beta (64-bit), on Windows 10. My startup setting is "Open the New Tab Page". However, whenever I open a non-Incognito window, it restores the previous non-Incognito tabs I had. Issue 701632 reports that someone encountered the bug when upgrading from 56 to 57, but their problem went away after a computer reboot. I'll crosspost this info there.

it seems to be something to do with multiprofile maybe? Perhaps the second profile will always restore tabs, but not the first/primary.

I think I have traced this down. It's when you do a browser restart e.g. after an update. The newly restarted browser will always ignore the startup setting and always restore tabs for the whole lifetime of the browser I think the desired behavior here is that the first load of each profile should remember the previously open tabs, but subsequent loads should not.

of course this doesn't match my steps in #0 which did a complete browser exit... I'm not sure how that happened.
